Executive Office

Kate Wilson, CEO

Kate believes that digital technology products, new technology policies and updated business model practices are required to make transformative change in the lives of the underserved and decrease the growing digital divide. Kate joined DIAL in February 2016 as its CEO to fulfill this vision. She has committed the past 26 years to bringing diverse stakeholders together to find common ground in business, technology and policy, holding leadership roles in both the corporate and non profit sectors.

Prior to DIAL, Kate co-founded and led the Digital Health Solutions Group at PATH, the Seattle-based international health organization driving transformative innovation to save lives. During her eight years at PATH, Kate designed and led several global projects, in both Africa and Asia, most notably those using digital technology to improve the delivery of immunization services and health information systems for universal health coverage. Prior to PATH, Kate held diverse senior roles in the commercial software sector and international trade. At Microsoft, Intel, and General Electric, Kate held roles in ICT product development and launch, strategic planning, and business development, including launching Xbox Live in Europe and leading deal negotiations with telecom providers in 25 markets worldwide. In the non-profit sector, Kate led policy efforts as the President of the Washington Council on International Trade and the Director for Indonesia Affairs at the U.S. ASEAN Council. At both organizations, she partnered closely with U.S. corporations and government partners to strike mutually beneficial international trade agreements and expand market access for small and medium-sized enterprises.

Kate holds an M.B.A. and an M.A. in Southeast Asian studies from the University of Michigan, Ann Arbor, and a B.A. in international relations from the College of William and Mary. She has worked in more than 18 countries across three continents, including more than nine years in Southeast Asian economies. She has spoken widely at conferences and on television and is the author of several papers on the use of ICT in emerging economies.

Priya Vora, Managing Director, Programs

Priya led the digital financial inclusion strategy of the Bill & Melinda Gates Foundation and founded the Digital Development team of USAID. In partnership with the private sector, donors and stakeholders from across low-/middle-income countries, she mobilized resources and support for numerous industry-building programs like DIAL. She currently serves as a non-resident fellow at the Brookings Institute and is on the World Economic Forum’s Global Council on Data.


Harpreet Anand, Senior Manager, Partnerships Development

Harpreet comes to DIAL with 20 years of experience in new business development and technical program management for global health, humanitarian, and international development programs across the non-profit, public, and private sectors in the U.S. and in over 12 countries in Asia and Africa. Harpreet has a proven track record of successfully designing and winning new business for donor-funded programs.

She has led, managed, and supported complex, multi-million-dollar programs and proposals across Asia and Africa, cultivating partnerships, developing strategies, leveraging resources, managing teams, providing technical assistance, and improving systems and processes. Harpreet joined DIAL in January 2022. Prior to joining DIAL, Harpreet served as the Deputy Director for Business Development at EngenderHealth.

Harpreet holds a M.A. in International Development from American University and a B.A. in English from the University of California, Berkeley.

Integrated Delivery

Jake Watson, Senior Director, Technical Programs

Jake seeks to maximize the positive impact technology can have in support of humanitarian and international development programs and projects. He believes that technology is only one piece of the puzzle and that a deep understanding of context and local ownership are the keys to success. Jake joined DIAL in May of 2018 as Senior Director of the Platforms and Services group and is a member of the Governance Board for Digital Square.

Jake comes to DIAL with deep experience in people and technical program management in the humanitarian, international development, and high-tech startup industries. At VillageReach, he worked with ministries of health to solve healthcare delivery challenges in East and Southern Africa and led the re-architecture of OpenLMIS, an open-source logistics management information system. At the International Rescue Committee, he supported education projects in Haiti and served as a Regional Coordinator for the Syria Refugee Response, overseeing myriad ICT4D projects that support the IRC’s programs. Prior to his non-profit career, Jake spent more than 15 years developing large-scale enterprise, cloud and mobile software systems in the private high-tech sector. He has also worked as a teacher in secondary education in the U.S. public school system. 

Jake holds a B.A. in humanities from Hampden-Sydney College and is a master’s candidate in international relations at the Fletcher School for Law and Diplomacy at Tufts University.

Rachel Sibande, Senior Director, Country Outreach

Rachel works to demonstrate sector-wide collaboration between D4D actors in deploying initiatives that enhance data use for evidence-based decision-making. She joined DIAL in September 2017 as Program Director, supporting program partners in selected countries.

Prior to joining DIAL, Rachel established Malawi’s first technology hub; mHub. Through the hub, she championed the development and deployment of innovative technology solutions across fields such as elections monitoring, citizen engagement and agriculture in Malawi, Zambia, Tanzania, Mozambique and Zimbabwe. She has over 11 years of industry experience spanning academia, development and social enterprise domains.

Rachel is a PhD candidate in computer science at Rhodes University in South Africa. She holds a Master of Science in coding theory and cryptography from Mzuzu University and a Bachelor of Science from the University of Malawi.

Heath Arensen, Director of Business Planning, Proven Software and Technology

Heath is a global nomad with an itch for entrepreneurship, having spent more than 15 years founding and scaling tech-driven startups in Africa, the Middle East and Asia. He thrives at the intersection of technology and social good, with experience in founding startups, in impact investing and in product incubation.

Heath is an active mentor in the Middle East and African technology startup scenes. In his most recent role with Nairobi’s iHub tech hub, Heath oversaw the launch of an internal software consulting unit and talent development platform. Prior to iHub, he led the East Africa portfolio for impact investment firm Invested Development. For more than 10 years, he served as the founder and ran Tanasuk Technologies, a software consulting firm and startup incubator with offices in Amman, Jordan and Nairobi, Kenya.

Heath holds an MBA from Loyola University Chicago and an MA in sustainable international development from Brandeis University. Understanding the unique challenges of building and managing digital projects in emerging markets, Heath brings diverse expertise in business strategy and technology.

Diana Sang, Associate Director, Country Strategy and Partnerships

Diana is a firm believer in the power of ICT to become the largest distribution platform for delivering public and private services to millions of people in urban, rural and poor areas. She is convinced that the mobile platform is the single most powerful way to extend economic opportunities and key services to millions of people and is dedicated to supporting more opportunities for connectivity to flourish.

Before joining DIAL, Diana worked at GSMA, where she shaped some of its most successful mHealth projects in sub-Saharan Africa. Her role entailed forging multi-stakeholder partnerships that supported the delivery of commercially sustainable mobile health services aimed at transforming the lives of underserved communities, with a focus on maternal and child nutrition.

Diana has diversified experience in telecommunications and international development. She previously worked with Airtel Africa’s New Business Development department, where she led the research and product development of innovative mobile services aimed at enabling women to enjoy the benefits of mobile connectivity across Airtel’s 17 African markets, thus increasing digital inclusion. She also worked as a Programs and Social Impact Manager at Soko Inc, an innovative e-commerce platform that applies mobile technology tools to promote ethical fashion and empower marginalized artisans with equal access to international markets and opportunities.

Steve Conrad, Associate Director of Technology

Steve is a software engineer and technology architect with over 15 years of experience in both the private and non-profit sectors. In his current role, he is focused on making open source software better and more interoperable. He is also an advocate for mentoring and teaching developers and helping to create sustainable jobs in places where talent is abundant but opportunities are rare.

Prior to joining DIAL, Steve worked for Dassault Systemes, developing enterprise software solutions for Fortune 100 manufacturing companies. He has also been a core volunteer and contributor to the Mifos/Fineract financial services platform and worked on a variety of projects connecting payment systems together. Steve lived and worked in Eastern Congo (DRC), teaching software development to university students and has worked on job creation initiatives for organizations such as HEAL Africa and American Refugee Committee/Alight.

Steve holds a BS in Computer Science and an MA in Global Leadership.

Nicki Ashcroft, Senior Program Manager

Nicki joined DIAL in April 2021 as Program Manager. Before that, she was at Population Services International, working on sexual and reproductive health projects and general operations, and at the Institute for Reproductive Health, working on mobile and digital health projects.

She has also worked in international grant administration, sourcing and procurement, and management consulting.

Nicki holds an MBA from the University of Oxford, a BA in English from Barnard College, and a BS in mechanical engineering from Columbia University.

Kennedy Okong’o, Policy Manager

Ken is responsible for leading in-country digital development policy and advocacy agenda with governments, regulators, academia, think tanks, development partners and inter-governmental agencies. He is experienced in policy messaging, analytical work and development of knowledge products. Previously, he worked for mobile network operators, regulators and international agencies including Orange, Emirates Telecommunications, UNICEF and GSMA.

Ken holds a Master of Science in Technology Policy and a PhD in Information Systems Technology from the University of Cape Town, South Africa.

Ransford Mensah, Country Lead, Sierra Leone

Ransford is a strong advocate and practitioner of design thinking techniques and approaches to solve complex problems, and he brings to his consulting work a pragmatic approach based on 13 years’ experience in private and development sector. He specializes in areas such as project management, change management, IT service management, training and capacity building.

Prior to joining DIAL, Ransford worked for the USAID Digital Libera project as the Change Management Advisor where he developed a locally owned change management framework to assist government in identifying and prioritizing government processes and services to digitize. He has led high performing teams and driven capacity building programs in Sub-Saharan Africa for organizations such as the UNCDF, AfDB, UNDP and GIZ.

Ransford holds a PhD in Information Systems from USQ in Australia, a Masters in Engineering Business Management, Coventry University, UK and a first degree in Computer Engineering, KNUST, Ghana. He is certified in PMP, ITIL Expert, PRINCE2 Practitioner, Change Management, Agile Scrum Master, CISA, TOGAF and Ethical Hacking.

Sherman Kong, Senior Advisor and Focal Point, GovStack

Sherman’s vision and thus career are rooted in the philosophy that achieving a culture of data consciousness and rights-protected digitally-enabled efficiency advances public systems and industries jointly.

He currently reinforces this belief serving as a Sr. Advisor at UNF-DIAL, working with other actors including the UN system, cooperation agencies from EU and AU member states, and international donors, and partner countries and regional bodies to make coordinated investments on proven solutions and Digital Public Goods, and digital government strategies, a reality. In his role, he acts as key UNF-DIAL delegate to the multi-partner GovStack Initiative together with ITU, GIZ and Estonia, and in general contributes to global policy interventions and ecosystem-level convergence efforts.

He previously headed the Malaria Eradication Scientific Alliance (MESA) hosted at the WHO Collaborating Center for Malaria Control, Elimination and Eradication within the Barcelona Institute of Global Health (ISGlobal), with overall management of strategy and work portfolio on technical syntheses re. the malaria R&D ecosystem, scientific direction and knowledge gaps within human understanding in the elimination of the disease. From 2014 to 2017, he acted as an adviser to the office of the president at Globe Telecom (Philippines) to develop and implement a portfolio of digital health innovations, with special focus on collaborating with public and INGO stakeholders of the Philippines. He has also experience assisting / advising WHO, UN-Habitat, UNDP, Grameen Foundation and other INGOs on policy review, programme design and coordination, and hailed from a 6-year span designing data strategies and enterprise-level architectures for large corporations and public entities.

Rachel Lawson, Community Strategist, GovStack

Rachel Lawson has been working with communities of practice, especially open source projects, for over fifteen years. Helping communities to welcome and mentor new members, to promote community health, to encourage and support new community leaders, and to develop effective governance and sustainability have become Rachel’s key areas of interest.

Rachel joined DIAL in December 2021 and is working with the GovStack community to reach the next level of engagement with stakeholders and the wider community.

Prior to DIAL, Rachel held diverse roles across Education, Defense, Pharmaceuticals and nonprofits, learning much of her community skills as a mentor, core mentoring coordinator, and community working group member of the Drupal open source project.

Nyoman Ribeka, Software Engineer

Nyoman, who prefers to go by Win, is a passionate software engineer who believes in working together through people and technology to create a better world. Win also believes that nurturing new and passionate engineers brings out the best in them, sets them up for success and eventually, will help sustain software development projects.

Prior to joining DIAL, Win worked in the private sector for Cox Automotive’s financial business unit called NextGear Capital Inc. Prior to that, he worked on an OpenMRS project in conjunction with the AMPATH Consortium in Eldoret, Kenya, for six years. He also served as technical lead for the mUzima project, which is currently being used in various settings in sub-Saharan Africa to collect data and support the work of a variety of NGOs.

Based in Indianapolis, Indiana, Win holds a B.S. in computer science from the Bandung Institute of Technology and a M.S. in health information systems from the University of Pittsburgh.

Sarah Farooqi, Manager, Catalog Product Owner

Sarah believes in digital technology as a powerful accelerator for the Sustainable Development Goals. In her current role at DIAL, she is working with a wide range of global development actors to improve the Catalog of Digital Solutions and providing support to the GovStack initiative. Sarah joined DIAL as a Fellow for the Open Source Center in 2019 and served as a Business Analyst until becoming Manager, Catalog Product Owner in 2022.

Prior to joining DIAL, Sarah has experience working with NGOs in emergency, relief, recovery, and rehabilitation, creating standards, designing research and publications, and conducting quality management audits. She has also worked on several entrepreneurial and passion projects. Sarah is enthusiastic about data, problem solving, systems thinking, and connecting people to opportunities.

Sarah holds a bachelor’s degree in international economics and finance from Ryerson University in Canada, and a master’s degree in sustainability from Harvard University. She is a certified product owner (PSPO1) and holds professional certifications in international development & environmental sustainability and corporate sustainability & innovation from Harvard’s Extension School.

Alieu Amara Sesay, Senior Associate, Programs and Operations

Alieu is passionate about achieving development impact and the UN Sustainable Development Goals through informed data-driven decision making and technology-aided efficiency, particularly in developing countries in line with the SDG Digital Investment Framework. Currently, he supports digital initiatives’ project and program operations to actualize this.

Prior to DIAL, Alieu worked with DAI’s Sustainable Business Group on a GIZ Resource Governance project supporting Sierra Leone Local Content Agency where he was responsible for managing the Online Platform “LCPR” used to report Local Content performance across procurement, workforce, and capacity development. Alieu has also worked with CARE International and Save the Children among other organizations where he also coordinated and supported operational efficiency in program implementation, information systems management, compliance and reporting to translating management strategy into actions.

Alieu has a bachelor’s degree in Computer Science from Njala University, and is pursuing a masters degree in Management Information Systems and Project. He is certified in ITIL Foundation and Agile Scrum Master.

Sainabou Jallow, Business Analyst

Sainabou strongly believes in the role innovative technology can play in bridging economic and social inequalities. She is passionate about supporting inclusive accessibility and service delivery of public sector projects using technology. Sainabou’s areas of specialization include social innovation, gender mainstreaming, job creation and entrepreneurship support programs in Africa and South Asia.

As a Business Analyst at DIAL, she is supporting the team in increasing usage of DIAL’s Catalog of Digital Solutions and conducting research to transform the Catalog into a marketplace platform.

Prior to joining DIAL, Sainabou was a Consultant at Technopolis Group in Berlin, Germany – where she managed and coordinated a network of 200 international incubators/accelerators focused on developing technological solutions for the SDGs. Prior to Technopolis Group, Sainabou was hired as the Social Innovation Consultant at the African Development Bank Group in Abidjan, Côte d’Ivoire. She spearheaded research on the social innovation ecosystem in Africa and mapped social impact businesses developing innovative solutions in the agriculture, financial, energy and health sectors.

Sainabou holds dual Bachelor of Arts degrees in International Affairs and Economics from University of Georgia, and a Master of Science degree in Development Studies from SOAS, University of London. She speaks four languages – English, French, Wolof and Fula.

Mateus Girafa Lachtermacher, Business Analyst

Mateus is enthusiastic about how digitalization can bring services to vulnerable and marginalized groups, fostering local development and decent work generation in line with the SDGs. He advocates for social dialogue and evidence-based policymaking in order to improve food security and safety. Mateus specialized in data for poverty reduction, financial inclusion, and rural development.

His role at DIAL is to support the expansion of the Catalog of Digital Solutions in order to encompass more elements from the Agdev space. Since he entered in March 2022, Mateus has been helping mainly with the open data, playbooks and COTS tabs of the Catalog, as well as reaching out to partners and relevant stakeholders within the Agdev ecosystem. Mateus comes to DIAL with experience in international contexts and multilateral organizations, such as a field research coordinator in Rio de Janeiro (RJ) for the University of Sao Paulo (Lepes/USP), Jr Technical Officer at the International Labour Organization, and data intern at ENPARD, UNDP Georgia’s rural development program. His formation was complemented by internships and voluntary experiences across Brazil in the areas of financial democratization, education, and slums development, currently coordinating a community team in a slum in Duque de Caxias (RJ).

Mateus holds a dual Master’s with EMJMD scholarship in International Economics from the Hochschule für Wirtschaft und Recht Berlin and in Analyse et Politique Économique from Sorbonne University and a BA in Economics from the Federal University of Rio de Janeiro (UFRJ).

Kay McGowan, Senior Director, Research, Policy, and Advocacy

Kay has a long history as a diplomat and digital development expert from her two decades with the U.S. government. Notably, Kay drove the shift across USAID and U.S. Treasury to proactively support safe and trusted digital financial services worldwide, working with country governments in some of the most vulnerable geographies including Haiti and Afghanistan.

Kay brings deep expertise in policy, and a track record of conceptualizing and launching enduring partnerships, including the UN’s Better Than Cash Alliance and Smart Africa’s peer learning network for data/digital policymakers.

Chrissy Martin Meier, Director, Charter for Digital Public Goods

Chrissy Martin Meier is a recognized thought leader in digital development, with over a decade of experience managing complex initiatives which deliver positive results for people. Currently the Director of the Charter for Digital Public Goods (DPG Charter), Chrissy is drawing on her extensive technical expertise gained through working with organizations including the World Bank (CGAP, ID4D and G2Px), the Swiss Capacity Building Facility (SCBF), GIZ, the Center for Financial Inclusion at Accion, USAID and many others.

She began her career in the private sector, launching the first mobile money product in Haiti with the telecommunications company Digicel and driving consumer insights for the start-up mobile payments company Zoona. A graduate of the University of Virginia and The Fletcher School at Tufts University, Chrissy now lives with her family in Switzerland.

Jonathan Dolan, Director of Research

Prior to joining DIAL, Jonathan led Future State’s research agenda, which prioritized frontier topics such as governing data for individual empowerment and models for trusted data sharing. In this capacity, he was the lead author of the World Bank’s Report Unraveling Data’s Gordian Knot, which served as input into the Bank’s 2021 World Development Report and its overall data governance strategy.

Prior to Future State, Jonathan led the Digital Inclusion team within USAID’s Digital Development program advising on the overall strategy and growth while also formulating partnerships like the Alliance for Affordable Internet. Jonathan served as a 2019 non-resident fellow in New America’s Cybersecurity Initiative and as a steering committee member for the World Economic Forum’s Internet for All Initiative. Earlier in his career, Jonathan worked at the International Finance Corporation.

Michelle Choy, Senior Program Manager

Michelle joined DIAL in June 2022 and is a global health and international development professional with over a decade of experience. She has led the management and implementation of complex projects and programs in the areas of HIV/AIDS, health systems strengthening, maternal and child health, human resources for health, digital health, and community health.

She has strong skills in program management, research, policy and strategy development, evaluation, stakeholder engagement, and operations. Michelle holds an MSc from the London School of Hygiene and Tropical Medicine and a BA from Barnard College.

Victoria Welborn, Senior Program Manager

Victoria Welborn joined the Digital Impact Alliance as a senior program manager in March of 2022 working on policy and advocacy initiatives. Prior to this, Victoria was a program director at the National Democratic Institute where she worked with governments, civil societies, and technologists to leverage open government policies and advocacy strategies to counter authoritarian influence operations.

Victoria has also worked in a US Congressional leadership office as creative director creating digital communications strategies for House lawmakers. She has also worked as a digital media producer at a political advertising firm, as well as director of operations in the House of Representatives. Victoria received a BA in Psychology at St. Edward’s University in Austin, Texas and is finishing her master’s in public administration from the Maxwell School at Syracuse University. Victoria also serves on the McCain Institute’s Global Leaders’ Advisory Council.

Nick Gates, Senior Associate, Policy and Research

Nick is a researcher focused on digital government and national digital transformation, with a focus on national transformation processes and outcomes, as well as the key foundational technologies underpinning government service delivery. In his current role, Nick is responsible for driving a number of key projects for the DIAL Research Team, as well as emerging inquiry around issues like measurement and evaluation of digital transformation and digital public goods / infrastructure.

Nick also helps oversee the DIAL interns program, and support DIAL’s country team on research and policy. Nick started as a Fellow at DIAL in Summer 2019 and now works full-time as a Senior Associate. Now in his third year at DIAL, Nick brings forth five years of experience in academic research, business development, and nonprofit advocacy, having previously done work on trade policy and social economy at the University of Copenhagen and worked in several NGOs in the United States, Denmark, and India. Nick graduated with an MSc in Global Development from the University of Copenhagen in 2018, and also holds a dual degree from the University of Massachusetts Lowell, with a BA in Political Science and a BA in History.

Jennifer Hauseman, Senior Director, Communications

Jennifer is DIAL’s Senior Director for Communications, having spent her career at the intersection of digital transformation and communications. Prior to joining DIAL, Jen was the director of communication and information management for the International Committee for the Red Cross (ICRC), where she led their archives, communications, information management, project management office, and technology teams, advancing the organization in major transformation efforts, such as moving to a hybrid cloud model.

Jennifer first joined the ICRC as head of digital communications, where she and her team helped the organization take a thoughtful, expansive approach to  social media, effective storytelling, and digital communications. Prior to joining the ICRC, she was a deputy director for communications at the Bill & Melinda Gates Foundation with a particular focus area on making mobile-first, community-driven content. With previous roles as a travel guidebook editor and web developer at Amazon.com, Jennifer received her undergraduate degree from Mount Holyoke College.

Arielle Diamond, Senior Manager, Communications

Arielle joined DIAL in 2022 as a Senior Communications Manager supporting DIAL’s technical teams. She started her career in San Francisco at a boutique research firm focused on the technology’s sector influence on the broader private sector.

Prior to joining DIAL, Arielle spent 7 years at a global data analytics company, where she held various in roles in Marketing and Communications. She was also active with the Foundation branch of the organization, which supported data science and analytics projects for NGOs and non-profits. Arielle studied Diplomatic History, French, and Public Policy at the University of Pennsylvania.

Caitlin Flattery, Senior Associate, Digital Communications

Caitlin joined DIAL in June 2021 as a Senior Digital Communications Associate. Previously, she spent four years at an engineering management consulting firm focusing on public outreach and communications efforts for national- and regional-level energy sector projects for the U.S. Agency for International Development. She completed her dual M.A./M.S. in Public Diplomacy from Syracuse University in 2017, and her M.A. in French Language, Literature, and Linguistics from West Virginia University in 2014.

Monitoring and Evaluation

Laura O’Brien, Director, Monitoring, Evaluation and Learning

Laura is motivated by the vast, ever-changing digital development ecosystem and the continuous opportunities for research, collaboration, and learning it provides. She joined the DIAL as the Monitoring and Evaluation Manager in February 2018, building on her previous work at the nexus of international development, evaluation and innovation.

At DIAL, Laura works with the program teams to define the key outcomes of their work and develop measurement and learning plans to track progress, identify our impact, and make course corrections as necessary. She also supports DIAL to serve as a pioneer in applying adaptive monitoring and evaluation (M&E) principles, ensuring that our programming is driven by continued evidence gathering and responsive to the dynamic needs of the digital development ecosystem.

Prior to joining DIAL, Laura served as the Innovation Program Manager at The QED Group, where she used human-centered design principles to develop prototypes to tackle challenges in the M&E space. She has led evaluations in Guatemala with WINGS, a Guatemalan non-profit organization and consulted with UN Women to evaluate the strategic options available for its Buy from Women software, which connects female farmers with access to finance, markets and information in Rwanda. During her graduate studies, Laura worked as a Research Assistant at the Berkley Center for Religion, Peace, and World Affairs, and developed a policy brief on the relationship between public health access and quality, religion and ethnicity. She started her career at Management Sciences for Health (MSH), an international public health NGO, where for six years she worked in M&E, program management, new business development, communications, and technical assistance for projects in Latin America and sub-Saharan Africa.

Laura has a master’s in global human development from Georgetown University and a BA in international affairs from George Washington University.

Mark Mulobi, Associate, Monitoring, Evaluation and Learning

Mark joined DIAL in May 2021 as the Monitoring Evaluation and Learning (MEL) Associate. He was attracted to DIAL to be a part of the team that helps bridge the gap of digital inclusiveness using evaluation to better the lives others and ensure that no one is left behind in the world.

Prior to DIAL, Mark worked with Benaphil consultants Ltd as the evaluation intern. He has also worked for EvalYouth Global Network as the Vice chair, African Evaluation Assosiation (AfrEA) network for Young and Emerging Evaluators (YEEs) as the co-chair. Mark is a champion for Eval4Action campaign geared towards accelerating the delivery of SDGs by advocating for stronger evaluation capacities and evidence-based policies.

Mark holds a Bachelor of Arts in community development, a Diploma in marketing from Graffins college, Kenya, and is currently pursuing a Master of Arts degree in Monitoring and Evaluation from Daystar University.

Jessi Ginther, Senior Director, Finance and Program Operations

Jessi is a financial, program, and operations management professional focused on process improvement, change management, and organizational development. She has over 20 years of experience working across the private, non-profit, and public sector in the US and internationally in a range of industries from banking, auditing, financial consulting, IT, and development work.

Before joining DIAL, Jessi was the Sr. Director of Operations for Center for Civilians in Conflict (CIVIC) where she led the development of an organizational infrastructure made to withstand rapid growth coupled with thoughtful change management and “fit for purpose” processes. Prior to CIVIC, Jessi worked at Amtrak standing up a new pilot “Business Office” to transform IT and support change management efforts across the department. At Management Systems International (MSI), she focused on strengthening program management, financial management, contract compliance functions and cost/pricing mechanisms within the organization. She also has experience as an auditor working at Ernst & Young and Schneider Downs, Inc. Jessi holds an MBA from George Washington University in Washington, DC and a B.S. in Accounting and Business Administration from Ohio Dominican University.

Rachel Patterson, Associate Director, Programs and Operations

Rachel joined DIAL in January 2017 as Executive Assistant to DIAL’s CEO and Business Operations team. Before that, she worked in the United Nations Foundation’s Executive Office as an Administrative Assistant providing support to the President and CEO. She has also worked in higher education administration and Air Force libraries.

Rachel is currently working as the Associate for Grants and Finance, working closely with the Business Operations team.

Rachel holds a Master of Science in nonprofit administration from Louisiana State University Shreveport and a  Bachelor of Science in Business Administration from Auburn University.

Eva Achero, Manager, Programs and Operations

Eva joined DIAL in January 2018. She was attracted to DIAL to be a part of the team that helps bridge the gap of digital inclusiveness in the world. Eva’s professional background spans higher education, social security administration, mobile telephone industry and print media.

Prior to joining DIAL, she was a Senior Administrative Assistant at the College of Engineering, University of Florida. She has also worked for the University of St. Augustine in Florida, National Social Security Fund (Nairobi), Safaricom Limited (Nairobi), and Nation Media Group (Nairobi).

Eva holds a Bachelor of Science in business with a concentration in global management from University of Phoenix, a Diploma in business studies from Eldoret National Polytechnic, Kenya, and is currently pursuing a Master of Management degree from the University of Phoenix.

Corey is a grants and finance professional that thrives on helping others, paying it forward and bridging the gap between project success and funding limitations. Her professional background spans county government program administration involving federal grants, higher education post-grant finance reconciliation, and state government public assistance programs and human resources.

An alumna of The University of Oklahoma, Troy University and Southern Arkansas University, Corey is enthusiastic about learning, growing, and gaining new skills.
