With over 15 years of experience as a researcher and public policy analyst exploring the trajectory of Africa's data revolution and digital transformation, Bernard has a deep understanding of the dynamic relationship between data, technology, and society in Africa. He has written extensively on the continent’s data governance landscape, technology policy architecture and other D4D topics.
Before joining the team, Bernard worked for more than 7 years as a policy researcher and engagement manager for Development Initiatives (DI), a Bristol, UK-based organization that focuses on putting data-driven decision-making at the heart of poverty reduction and Sustainable Development. Before DI he worked in for over 8 years in a couple of organizations promoting the use of data and evidence in Transparency and accountability in East Africa. Bernard has done data governance research in several African countries including Zimbabwe, Nigeria, Uganda and South Sudan, and consulted for several organizations including the Uganda Bureau of Statistics, The African Development Bank, UNDP and UNICEF. Bernard holds an MSc in Population and Reproductive Health and a B.A in Social Sciences from Makerere University, Kampala.
