African policymakers face the critical challenge of shaping a data economy that safeguards privacy while fostering innovation and growth. The Africa Data Leadership Initiative (ADLI) emerges as the essential peer-to-peer learning network, uniquely designed by and for Africans.
Bringing together legislators, researchers, technologists, and digital rights advocates, ADLI focuses on data governance, as well as the effective use of digital platforms and services.
ADLI’s mission is to facilitate the development of innovative solutions to operational and policy challenges pivotal to fostering a data economy that aligns with African aspirations.
Our Approach
ADLI establishes a robust framework for examining essential choices in designing data-sharing environments that promote participation, agency, choice, and trust within the broader digital ecosystem. Through this framework, we aim to:
- Enhance Knowledge Sharing. We accelerate the diffusion of best practices related to trusted data sharing, impacting both public (like digital identity and payments) and private sector innovation. This is facilitated through a series of monthly virtual policy dialogues, designed and conducted in partnership with the Digital Impact Alliance (DIAL), Smart Africa, and the UN Economic Commission for Africa (UNECA).
- Facilitate Expert Access. Participants gain access to trusted mentors and advisors, including global experts and peers, ensuring access to credible, neutral advice. This access is further enriched through an in-person engagement component, which includes showcasing, panel discussions, and workshops at major events like the Transform Africa Summit and the Africa Internet Governance Forum.
- Support Cross-Government Collaboration. We foster cross-governmental approaches to data sharing by developing and disseminating resources, breaking down silos, and facilitating the exchange of data-sharing principles – leading to well-grounded data governance decisions. Starting in 2024, DIAL will introduce an online resource hub to consolidate the sustainability of this peer learning network, enabling participants to access additional knowledge, expertise, and communities of practice.
- Build a Sustainable Network. To extend, showcase, and amplify the impact and successes stemming from the learning journey, we will establish an Alumni Directory. This directory will provide easy access to leading data governance experts who have been participants of the ADLI network, ensuring ongoing engagement and dissemination of best practices.

ADLI offers African policymakers a unique opportunity to design a tailor-made approach to data governance that leverages data produced on the continent to spur local innovation, enhance public services, and promote equitable growth, while safeguarding critical rights such as privacy. Notably, the landscape of data governance is still evolving globally, with no single country or region having perfected the mix of policy, law, regulation, and technology needed to safely maximize data’s potential. This presents a critical window for Africa, particularly as the continent experiences rapid digitization and implements key strategic frameworks like the African Continental Free Trade Agreement, the African Union Data Policy Framework, and the African Union Digital Transformation Strategy. At this pivotal moment, ADLI is dedicated to empowering African countries to build a robust base of expertise to safely unlock data’s value for prosperity and societal benefit.
ADLI therefore cultivates a vibrant community of expert-practitioners across Africa, who tackle data-related challenges within their respective countries and collaboratively translate these experiences into a continent-wide strategy. This community is strengthened by the involvement of key regional institutions and networks, which participate as official observers, enhancing the network’s reach and impact. Participants have access to a secure online collaboration platform that not only offers curated content but also facilitates direct engagement with peers, fostering a culture of open dialogue and continuous learning.
