Kassim Vera

Bio
Kassim Vera is a UNDP consultant on digital transformation for climate and nature and a Teaching Assistant on Digital Government at UCL’s Institute for Innovation and Public Purpose (IIPP). He holds an MPA in Innovation, Public Policy, and Public Value from UCL, supported by the IIPP Policy Studio Scholarship from Laudes Foundation.
Previously, he served as a policy advisor in the Mexican Senate, focusing on AI and digital rights regulation, and as a researcher at UCL IIPP under Prof. David Eaves, where he contributed to dpimap.org, a global resource mapping DPI deployments in 210 countries. He also led design policy initiatives at the Ministry of Culture of Jalisco, establishing funding programs that supported over 50 design research and prototyping projects.
As a DIAL Fellow, Kassim is researching how design systems can enhance digital public infrastructure (DPI) by improving the usability, accessibility, and scalability of government digital services. His work examines how shared design frameworks can create more consistent and inclusive digital experiences across multiple regions. Through desk research and expert interviews, his project will provide insights into best practices for integrating design systems into government service delivery.
Kassim has authored articles on design and public policy, with work featured in Design Management Review (Design Management Institute, DMI). He has also spoken at major conferences, including the Civic Design Conference by Rosenfeld Media and Google SPAN Mexico City, discussing design’s impact on governance and society.
