Pierrinne Leukes has a background spanning digital policy, communication and political management, drawing together a dynamic blend of experience from both the public and international development sectors, fueled by a commitment to effective governance and inclusive digital strategies.

Before joining DIAL in 2024, Pierrinne served as a Data Economy Policy Advisor with GIZ, where she collaborated with the African Union and other regional institutions on implementing the Data Policy Framework, fostering vital connections between digital governance ecosystems in Africa and Europe. Following an AI Policy Clinic fellowship with the Centre for AI and Digital Policy, she has also consulted on various responsible and inclusive AI research projects. Previously, she led digital inclusion efforts as the Head of Digital Inclusion and Innovation at the City of Cape Town, where she also served in political office as the Spokesperson to the Executive Mayor and later as Chief of Staff.

Pierrinne holds an MA in Digital Communications Leadership: Policy and Innovation from Vrije University Brussels and an MA in Political Communications from the University of Cape Town.
