Risper Onyango

Bio
Risper is an Advocate of the High Court of Kenya and currently serves as a Researcher at the Datasphere Initiative. A dynamic legal and digital policy expert, she brings extensive experience in shaping Africa’s digital landscape.
In previous roles, Risper has led initiatives focused on digital rights, data protection, and inclusive innovation, ensuring alignment with human rights principles and ethical standards. Her achievements include developing and administering comprehensive training programs on data protection and security, conducting impactful research to inform policy development and advocacy, and coordinating major events such as the Africa Law and Tech Festival.
She holds a Postgraduate Diploma in Law from the Kenya School of Law and a Bachelor of Laws (with Honors) degree from the University of Nairobi. Beyond her academic qualifications, Risper has earned a Professional Certification in Digital Identity from the Digital Frontiers Institute in South Africa and is a Certified Privacy Professional under the International Association of Privacy Professionals (IAPP).
Risper is dedicated to empowering individuals and organizations through education and advocacy, leveraging her knowledge to drive positive change in the digital policy landscape across Africa.
As a Digital Impact Alliance (DIAL) Fellow, Risper's research will focus on the role of civil society organizations (CSOs) in the development and governance of digital public infrastructure (DPI) in Africa. Her work aims to assess CSO awareness and participation in DPI development and policymaking, identify challenges to effective engagement, and propose actionable recommendations to enhance transparency, accountability, and inclusivity in DPI governance in the region.
