Effectively managing and sharing that data can deliver a wide range of benefits to governments, the private sector, academia, and — crucially — to people. To support these efforts, this expert comment outlines some of the foundational components – and attributes – that make up effective, trusted national data exchange systems.

In this paper, we highlight the efforts taken by Bangladesh in recent years, as the country has undergone significant digital transformation. Most notably, these efforts have culminated in a robust system of Digital Centers where citizens are able to access over 300 essential public services. With a 76% citizen satisfaction rate, this model has proven widely popular. We explore how Bangladesh has progressed over the years in its digital transformation efforts, documenting key learnings and insights.

In this case study, we document Ghana’s approach to national data exchange. While the country hosts a vibrant technology sector and innovation economy, historically, data exchange efforts have been largely decentralized. However, in recent years, the government has sought to better integrate and share data across ministries, departments, and agencies. By analyzing Ghana’s approach to national data exchange, we can learn from both the government’s successes and challenges.

In this case study, we highlight Rwanda’s approach to national data exchange. Today, the country’s Irembo platform offers over 100 public services digitally, reducing access time by 80%. In our analysis, we explore both the benefits and challenges of Rwanda’s model, documenting key learnings and insights for the digital transformation community.
