In this case study, we document Ghana’s approach to national data exchange. While the country hosts a vibrant technology sector and innovation economy, historically, data exchange efforts have been largely decentralized. However, in recent years, the government has sought to better integrate and share data across ministries, departments, and agencies. By analyzing Ghana’s approach to national data exchange, we can learn from both the government’s successes and challenges.

In this case study, we highlight Rwanda’s approach to national data exchange. Today, the country’s Irembo platform offers over 100 public services digitally, reducing access time by 80%. In our analysis, we explore both the benefits and challenges of Rwanda’s model, documenting key learnings and insights for the digital transformation community.

In this case study, we highlight Uganda’s approach to national data exchange. Today, the country’s UGhub system has over 100 participating government entities, as well as private sector actors, and has dramatically increased the efficiency and convenience of essential digital services. Yet, the platform is not without challenges, facing uncertain financial sustainability, slow uptake, and connectivity gaps. In our analysis, we explore both the benefits and challenges of Uganda’s model, documenting key learnings and insights.

In this paper, we unpack the different considerations, approaches, and tradeoffs that countries are considering as they implement their own national data exchange systems. By highlighting efforts by Bangladesh, Rwanda, Uganda, and Ghana, we explore how each of these countries are progressing in their efforts to promote trusted data exchange.

Today, data exchange fuels many facets of daily life, enabling things like digital payments, public service delivery, and GPS navigation. But what are the different models that enable this flow of information? In this article, we outline four common models – integrated national data systems, data trusts, personal data stores, and decentralized networks – providing insights, considerations, and examples for each.
