Sarthak has been a development practitioner and researcher for close to a decade working at the grassroots level as well as in policy design and implementation. He enjoys working at the intersection of development, public technology, and state capacity. He started his development journey with the Teach For India Fellowship and later led digital development programs with the Government of India to scale their flagship education technology program and COVID vaccination platform across all Indian states.

Sarthak has researched and advised multiple global Digital Public Infrastructure initiatives focused on Digital IDs, capacity building and investments in DPI with UNDP, and CoDevelop Fund among others. Before joining DIAL's research efforts, Sarthak also graduated from the Fletcher School of Law and Diplomacy at Tufts. He also hosts a podcast called 'Talking Digital Public Infrastructure'.
